Description:

On or about 5 May 2023 an Invitation for Bid (IFB) will be issued for ECIP Construct Ground Base PV Array on the 134th Air Refueling Wing at McGhee Tyson Air Base located in Louisville, TN. The contract duration will be approximately 270 days after issuance of the Notice to Proceed (NTP). The solicitation will be a Total Small Business Set Aside. The North American Industry Classification Code (NAICS) is 237130 with a small business standard of $45,000,000.00

The estimated constructions costs of this project will be between $5,000,000 and $10,000,000.00

A pre-bid conference/site visit will be held on or around 10 May 2023 at a location and time to be determined in the solicitation. Please do not submit request for plans and specifications as they will be listed in the upcoming solicitation.

Project Description:

The Tennessee Air National Guard, McGhee Tyson ANG Base, Louisville, TN has been tasked to solicit for and award a project for ECIP Construct Ground Base PV Array. The 134 ARW requires to construct photovoltaic generation and support systems install; providing on site renewable distributed electrical generation increasing energy resiliency power to McGhee Tyson Air National Guard Base. Locate and ground mount the PV arrays on-base property. Provide inverter system and performance monitoring equipment. Install meters compatible and linked to local energy management system for instantaneous and historic performance tracking. Provide additional related works as necessary to include all. There is an option to add more PV Array Panels. Proposed project will be a Firm Fixed Price contract.

Your attention is directed to FAR CLAUSE 52.219-14 (c) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project.

The bid opening date is scheduled for on or about 9 June 2023.  Actual dates and times will be identified in the solicitation.  All dates in this announcement are estimates. Interested offerors must be registered in SAM. To register go to: https://www.sam.gov/portal/public/SAM/ . You will need your UEI number to register. Instructions for registering are on the web page. The solicitation and associated information and the plans and specifications will be available only from the SAM.GOV website on- line at sam.gov. SAM.GOV is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with SAM.GOV before accessing the system. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY) Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on SAM.GOV. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with SAM.GOV must access the data for this solicitation with their MPIN. Bidders/offerors cannot log into the SAM.GOV home page and search for data.
