Description

SYNOPSIS

The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation, N00024-23-R-2310, for the accomplishment of the Post Shakedown Availabilities (PSAs), Industrial Post Delivery Availabilities (IPDAs), and Continuous Maintenance Availabilities (CMAVs) for up to 4 Multi Mission Surface Combatants (MMSC). Based upon industry response to Request for Information (notice ID: N00024-21-R-2310) issued on 19 July 2021, NAVSEA’s small business office concurs with the decision to not set aside the procurement.

A draft solicitation is available and will be provided to those interested parties who request a copy via the instructions included in the “Solicitation Document Access” below.

Interested parties may submit comments/edits to the draft solicitation using track changes and the comments features in Microsoft Word. The Government requests all feedback to the draft solicitation be provided by 5pm EST on 24 July 2023.

A final Request for Proposal (RFP) is anticipated to be released fiscal year 2024. The RFP release will be announced via SAM.gov and interested parties must comply with that announcement. SAM.gov is the single point of entry for posting of the synopsis and solicitations to the internet. Interested offerors should monitor the SAM.gov page for the release of the solicitation, and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov/portal/public/SAM/.

SOLICITATION DOCUMENT ACCESS

The draft solicitation documents and communications with industry (including Industry Day) will contain controlled information. The documents will be available for download only to those prospective offerors that are authorized to access export controlled documents. This level of access requires prospective offerors to hold a current certification through the Defense Logistics Agency Logistics Information Service’s Joint Certification Program (JCP). To request access, please submit a completed “Terms of Use Agreement” (see attached) to the points of contact listed in this notice. The Government will use the information provided in the form to validate each prospective offeror’s JCP certification prior to granting access to any controlled materials.

Interested parties are not required to hold a classified facility security clearance/storage capability or have the ability to obtain/store classified information.

The Government will not provide sponsorship for new or upgraded personnel or facility clearances.

INDUSTRY DAY

The Government plans to host an Industry Day in Norfolk, Virginia (with a virtual option available) on September 6-7. The Government plans to hold an Information Session on September 6 and One-on-One Engagement Sessions on September 6 and 7. Please complete the attached registration form to attend. The exact location and timing of the Information Session and One-on-One Engagement Sessions will be provided to those who register and are approved to attend. Please submit a complete registration form by 5pm on August 7.

NOTICE REGARDING PROPRIETARY INFORMATION

All submitted materials will be designed for Government Use Only. Respondents are responsible for properly marking and clearly identifying proprietary information. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly marked or identified. Third party support contractors providing support to the MMSC program may have access to the submitted material. These contractors have executed non-disclosure agreements. Submission of material requested in this notice shall constitute consent to allow access to the material/information by any relevant third-party support contractor supporting the MMSC program. Submitted material/information will be safeguarded in accordance with the applicable Government regulations.

This pre-solicitation notice is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. Prior to release of the final solicitation, the Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse the cost of any submission in response to this announcement. The entire cost of any submission will be at the sole expense of the source submitting the information. If a solicitation is issued in the future, it will be announced via SAM.gov and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice.
