Description
The U.S. Army Corps of Engineers, Mobile District (SAM) intends to place a brand name specification into solicitation W9127823R0022 in accordance with FAR 6.302. Interested persons may identify their capability to respond to the requirement. This notice is not a request for competitive proposals; however, all information received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to include this proposed brand name specification based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Directorate of Contracting, is conducting a market survey to identify sources for Johnson Controls, Inc. (JCI) METASYS Energy Management and Control Systems (EMCS).
The U.S. Army Corps of Engineers, Mobile District, anticipates future construction of a Unit Maintenance Training (UMT) Simulator facility should provide intermediate level maintenance training for supporting sub-systems such as wheel and tire build, nondestructive inspection, and fabrication. The UMT Facility provides primary trade skills at a Craftsman proficiency level. Maintenance simulators are a part of this training environment.
The Johnson Controls, Inc. (JCI) METASYS EMCS for this project is a network of microprocessor-based programmable controllers with varying levels of intelligence and networking capabilities. This "typical" EMCS has three components: Local control module: directly wired to sensors and actuators (e.g., equipment to control space conditioning, such as pumps and fans); command control module: makes control decisions; and personal computer interface: simplifies operator control of the system through a user-friendly interface.
The Columbus AFB’s EMCS systems currently serves 75 facilities consisting of JCI METASYS EMCS. JCI has provided maintenance and upgrades to its METASYS software since the system was installed base-wide beginning in 1986. The EMCS is critical to the mission and sustainment of Columbus AFB. JCI alone possesses the proprietary data necessary to upgrade and maintain its METASYS software and doesn't make subject data available to other manufacturers or service providers. Application of JCI METASYS EMCS’s is essential to meeting the Government's requirements, thereby precluding consideration of another product. Furthermore, the JCI METASYS EMCS at the new UMT facility must be identical to ensure compatibility.
This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this Notice of Intent (NOI) is to obtain sources for the ECMS to meet the above requirements. If no other sources exist that can meet these requirements, then it is the Government’s intent to specify the JCI METASYS EMCS for development of the EMCS design for use in the UMT facility solicitation. Firms interested in being considered shall provide manufacturer's name, product data, and written statement of compliance with stated requirements. The written statement of compliance shall include necessary backup design information and supporting documentation. A list of projects in which the EMCS has met similar requirements for similar applications shall be provided. The list shall include the exact location of project(s) and a point of contact with phone numbers. The Government will not pay for any material provided in response to this notice nor return the data provided. Responses should be emailed to the contacts identified in SAM.gov no later than 2:00 PM CST, 14 December 2023. No other forms of transmission are requested or will be accepted.
