COMM 1 Model 3000 Upgrade

Update to provide Justification for Other Than Full and Open Competition (JOFOC) #23-04.

NASA/AFRC has a requirement to upgrade the current COMM-1 pedestal to a TCS Model 300D, which includes an update of the hardware and software for the ACU.

NASA/AFRC intends to issue a sole source contract to acquire the services from Telemetry & Communications Systems, Inc. This acquisition is made pursuant to FAR 6.302-1(a)(2)(iii), which implements the authority for 10 U.S.C 2304(c)(1) for acquisitions of supplies and services from only one source and no other supplies or services will satisfy agency requirements. It is determined that this requirement to be available only from the original source for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government.  

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Roxana Romero at roxana.l.romero@nasa.gov and Karla Garcia at karla.i.garcia@nasa.gov not later than 4:00PM PST on December 21, 2022. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
