Description
This request for information is for a requirements type contract for F-15 Sustaining Engineering Services - Silver Bullet. The purpose of this effort is to acquire post-production support tasks/services unique to the OEM as required to maintain an adequate level of continuous sustaining engineering and logistics support for the United States Air Force (USAF) and Foreign Military Sales (FMS) F-15 fleets. The program is intended to be highly flexible and broad in scope to allow for quick reaction and adaptation to the demands of a dynamic and unpredictable operating environment. The contractor services required for sustainment include but are not limited to the following: to provide quick reaction, recurring, non-recurring, and sustaining engineering services; support accident and incident safety investigations; provide limited technical support; perform material improvement projects; perform ground and flight testing; and to develop, produce, and maintain engineering data. The contractor will maintain critical core capabilities and provide F-15 support to evaluate and respond to sustaining engineering problems, questions, and/or situations using the established Silver Bullet process. The contract will include a 12-month basic period, three (3) 12-month negotiated options, four (4) 12-month to-be-negotiated options, and a six (6) month option to extend services.
- Description of Services:
The Contractor shall provide all labor and tools necessary to perform requirements identified in this PWS. The Contractor shall support troubleshooting, problem analysis, and performance and supportability improvement issues on fielded aircraft, support equipment, and trainers via an authorizing instrument termed "Engineering Task". This support will relate to deficiencies and/or problems and improvement needs identified during aircraft operations. Engineering task activities will include testing, simulation, problem analysis, training, parts substitution analysis, risk assessments, inspection advisories and corrective actions to resolve field operational problems and improvement requirements. Engineering tasks are memorandums that include a Statement of Work (SOW) clearly identifying the task that is to be accomplished and the deliverable required, estimated man-hours to accomplish the task and an estimated completion date for that task. The Contractor shall perform Silver Bullet engineering tasks as directed by AFLCMC/WWQE per the SOW for each individual tasking. Engineering tasks cannot extend beyond contract end date unless the USAF approves in writing and modifies the Delivery Order.

- Benefit to United States Air Force (USAF):
This program provides the USAF with continuous, quick reaction engineering expertise and analysis from the Contractor which exceeds the technical capabilities of the F-15 SPO. The studies performed under this program prevents potential mishaps thus preserving the F-15 fleet.

The F-15 Weapon System is an aging aircraft that operates in a highly dynamic and unpredictable work environment. Requirements for various unique scenarios arise which require testing, simulation, problem analysis, training, parts substitution, analysis, risk assessment, inspection advisories and corrective action to resolve operational problems and improvement requirements.
