This announcement constitutes a Request for Information (RFI) for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL nor is it to be construed as a commitment by the Government. The information requested will be used within United States Transportation Command (USTRANSCOM) as market research to facilitate decision making (i.e., determining acquisition strategy, small business concerns, etc.) and will not be disclosed outside the Government. Proprietary information submitted shall be appropriately marked. Please note that USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI or attending the virtual meetings.
USTRANSCOM is seeking responses from contractors in the Small Business Administration 8(a) Business Development Program.
The United States Transportation Command is seeking sources that possess the availability and capability to deliver an operational project management solution for USTRANSCOM’s Program Analysis and Financial Management Directorate (TCJ8).
Aligned with the established USTRANSCOM Financial Management Strategy and prioritized lines of effort, this initiative will focus on the implementation and management of an operational project management solution to track timelines and create organizational accountability. Lines of effort are where leaders believe action and resources are needed most. Each line of effort has multiple initiatives that require flight plans. USTRANSCOM requires a contractor to analyze and assess prioritized lines of effort and initiatives and make recommendations on viability. The Government also requires the contractor to identify gaps in business processes and recommend additional lines of effort or initiatives.
Project tasks will incorporate each of the four strategic focus areas.
• Operationalizing Financial Information.
• Create an Innovative, Diverse, and Agile Workforce.
• Modernization and Systems.
• Transparency and Compliance.
A draft Statement of Objectives (SOO) has been attached for your reference and includes additional details.
