Electronic Patient Care Reporting System

The U.S. Army Medical Command (MEDCOM)Medical Readiness Contracting Office - East (MRCO-E), Dalecarlia Cell intends to solicit, negotiate, and award a sole sourced contract for supplies to ESO Solutions Inc. for the Ireland Army Health Clinic, Fort Knox, KY. The Electronic Patient Care Reporting System (ePCR) and the Mobile Web Subscription (ePCR) will be utilized by Emergency Medical Services.  It will allow paramedics to record patient data, store data in the cloud, and allow access to data by Ireland Army Health Clinic emergency room staff while patient is enroute to the emergency room and upon arrival. Ireland requires a Mobile Web Subscription (ePCR) that is HIPAA compliant. No competition is being sought.

This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contact Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contract Specialist or Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The Government intends to award a Firm-Fixed-Price contract to ESO Solutions Inc. Point of Contract for this requirement is Frank Whorton, frank.a.whorton.civ@health.mil. Telephonic inquiries will receive no response.  A redacted justification for sole source will be posted to SAM.Gov within 14 days of award.
