Description

Discussions are hereby closed for solicitation W31P4Q-20-R-0015, Integrated Battle Command System (IBCS) Low Rate Initial Production/Full Rate Production (LRIP/FRP).  All areas requiring discussions (deficiencies and weaknesses) have been discussed.

Offerors shall submit their Final Proposal Revision (FPR) consistent with the solicitation Request for Proposal (RFP) and with Amendments 1 through 11 to date.  In addition to the Cost Proposal, Offerors may make any changes to their Proposals to reflect their final Offer.  All changes from the Initial Proposals shall be apparent as indicated by tracked changes.  The Government does not anticipate further Discussions once it receives this FPR.  The FPR submittal date is 20 September 2021 and must be transmitted by 8:00 a.m. Central Time.  The FRP must be submitted electronically via DoD SAFE (Secure Access File Exchange) https://safe.apps.mil/  , and/or via email george.l.brown1.civ@mail.mil.  Late submissions will not be accepted.  In addition, CD/DVD media disks may be mailed or shipped by the same submittal date. 

 As a result of evaluation notices (EN) issued during discussions and your proposed resolutions to the listed deficiencies and/or weaknesses, you must include your EN responses in your FPRs.  Strengths must also be included.  FPRs must be complete proposals, capable of being evaluated fully and independently of your initial proposal submittal.  FPRs shall satisfy all requirements of Section L and will be evaluated in accordance with Section M of the subject solicitation. All changes/additions in FPR need to be redlined or highlighted so the Government can distinguish what was changed from Initial Proposal.

 Any exceptions or assumptions made as a condition of your FPR may be grounds for a determination that your proposal is non-conforming to the solicitation requirements and such non-conformance will be considered in the Government’s evaluation of the offer.
