Description

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Nonetheless, submitters should properly mark their responses if the information is confidential or proprietary. Furthermore, those who respond to this RFI should not anticipate feedback with regards to its submission other than acknowledgment of receipt, should the submitter request an acknowledgement. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. All submissions become the property of the Federal Government and will not be returned. Responders are solely responsible for all expense associated with responding to this RFI.

The preferred North American Industry Classification System (NAICS) code assigned to this requirement is NAICS code: 541511 - Custom Computer Programming Services and the preferred Product Service Code (PSC): DA01 - IT and Telecom – Business Application/Application Development Support Services (Labor)

The purpose of the RFI is to solicit information from industry that can provide President’s Cup Cybersecurity Competition (PCCC) support services for CISA/CSD/CB.  Interested parties should respond to this RFI by addressing the notated questions outlined in the Scope section. Interested vendors must submit sufficient documentation, in accordance with current industry best practices and standards, demonstrating the ability to meet the minimum requirements.

The Government will only consider responses from industry partners which intend to do the work as a Prime contractor. However, the Government fully endorses and encourages strategic teaming partners that have specialized expertise or provide services in line with the scope listed above. The Government expects to evaluate future bidders on the extent with which they include teaming partners.

Industry feedback is encouraged following the instructions within the attached RFI.

Respondents to this request must respond to this RFI to the Contracting Officer (CO) Matthew Wetzel (Matthew.Wetzel@hq.dhs.gov) via email no later than (NTL) 5:00PM Eastern Standard Time (EST) on Wednesday September 8th, 2021.
