Description

The Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) and Government Contracting Services (GCS) intends to award a sole source contract to The Urban Institute whose address is 500 L’Enfant Plaza, SW, Washington, DC 20024-5559; in accordance with FAR 13.501 with the authority of 41.U.S.C 1901, as the only one responsible source that is reasonably available to fulfill this requirement.  Proposals cannot be submitted directly to this notice.

The Urban Institute developed a unique and complex infrastructure for efficiently and effectively administering the Annual Survey of Refugees (ASR), which will be leveraged for this new requirement. Due to the nature of the survey and analysis approval process through the Office of Management and Budget (OMB), the survey data required to perform this requirement is not yet releasable. It would cost the Government substantial time and resources to work with any other contractor to develop a new process to carry out this one-time survey, which must begin in September 2023 in order to align with the current ASR effort.

This new contract must be awarded no later than September 30, 2023. The period of performance will be 16 months.

This notice of intent is not a request for competitive proposals.  Vendors may identify their interest and capability to respond to the requirement by emailing the points of contact below. However, all responses received within five (5) calendar days of publication of this synopsis will be considered by the Government. Responses to this notice must demonstrate clear and convincing evidence that 1. competition would be advantageous to the Government, 2. would not be cost or time prohibitive, 3. would not pose unreasonable risk to the Government, and 4. would not hinder the mission objectives of the Agency which are very time sensitive. This response would carefully be evaluated against all known information to ascertain if the Government’s current decision should be changed. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
