1.0 DESCRIPTION
This requirement will be in accordance with (IAW) FAR clause 52.211-6, Brand Name or Equal, which requires the offeror indicate that each product being offered as an equal product to the Surfacide® Environmental Disinfection: Ultraviolet (UV). For each equal product, the offeror must include a description reflecting the salient characteristics (SCs) and level of quality that will satisfy the salient physical, functional, or performance characteristics of the equal product(s) specified in the solicitation. The offeror must also clearly identify the item by brand name (if any) and make/model number. Finally, the offeror must include descriptive literature, such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer, and clearly describe any modifications it plans to make to a product to make it conform to the solicitation requirements
The Contractor must demonstrate the ability to meet all requirements for the Sources Sought Notice. The objective is to provide Environmental Disinfection: Ultraviolet (UV) to be used by clinicians throughout the VA medical centers and facilities. The period of performance is for a base 12-months with four 12-month option periods.
The associated North American Industrial Classification System (NAICS) code for this procurement is Environmental Disinfection Systems: UV is 333413 Industrial and Commercial Fan and Blower and Air Purification Equipment Manufacturing, Product Service Code: 6530 Hospital Furniture, Equipment, Utensils and Supplies; the associated size standard is 500 employees. The FAR Provision found at 52.204-7(b)(1) requires that all interested offerors must be registered in SAM prior to submitting an offer or quotation. All SDVOSB/VOSB offerors must be verified in the Veterans Small Business Certification (VetCert) database at: https://veterans.certify.sba.gov, at the time of proposal submission.
The Government's intent is for vendors to include all ancillary items to ensure the equipment can function as designed by the Original Equipment Manufacturer (OEM) and as clinically required. Vendors are encouraged to provide any product solution or configuration so long as they meet the SCs. Additionally, responses can include any additional product and other product-related services necessary to obtain the supplies as required that may be beneficial and essential to the functionality of the proposed solution. These items must be clearly identified by brand name, brand name or equal, and part number.
This notice is for planning purposes only and does not constitute a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice.
This Sources Sought Notice is part of a continuous process for obtaining the latest information on the commercial status of the industry with respect to their current and near-term abilities. The information provided herein is subject to change and in no way binds the Government to solicit for, or award, a competitive contract. It is emphasized that this is a notice solely for planning and informational purposes.
2.0 SCOPE OF WORK:
The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified the Environmental Disinfection Systems: UV product line as a candidate for a VA-wide (otherwise referred to as national ) single Requirements contract award. Environmental Disinfection Systems: UV; UV designed to kill, remove, or render inert pathogenic microorganisms present in a closed environment and on hard inanimate surfaces and objects located in that environment. These systems are intended to remove microorganisms from the environment (i.e., most viruses and bacteria, including mycobacteria) but not necessarily all microbial forms such as spores. There are several different technologies appropriate for use by the systems, including UV radiation using dedicated lamps (e.g., mercury, xenon) and systems using hydrogen peroxide vapors as a chemical disinfectant. Other less frequently used technologies are also available (e.g., ozone gas), however this is a request for an UV-C system only. Environmental Disinfection Systems: UV are intended for short-term use (e.g., from several minutes to a few hours) in patient rooms, operating rooms, and other healthcare facility closed areas.
