Thank you for your continued interest in CISA’s Management Consultant Support (MCS) requirement.  As stated in the SAM posting of May 3, 2023, CISA is providing industry an updated SOW for industry review and comments.  The SOW was update based on industry feedback and program analysis.  In an effort to provide industry the opportunity to better understand the changes and updates in the MCS SOW, CISA COCO will host an industry day on June 6, 2023 from 10:30 AM - 12:30 PM ET where the CSD Program Office will present the updated requirement and allow Q&A with CSD Program Officials.  The Government will provide additional information in the upcoming days.

The Government is providing a notional milestone schedule and will update industry if/when changes occur.

The Cybersecurity & Infrastructure Security Agency (CISA), Cybersecurity Division (CSD), Chief of Staff (the Government) is providing an update for its Management Consultation Support (MCS) requirement.  The Government thanks Industry for its questions and feedback on the draft Statement of Work (SOW) from the February 2023 Special Notice.

The Government is still assessing the feedback received and expects to post an updated SOW  in late May 2023 along with a notional procurement timeline.  Industry will have an opportunity to provide additional comments at that time.

The Government anticipates this requirement as a competitive small business set aside and has preference to use a strategic sourcing vehicle; however, the Government has not finalized its procurement strategy as market research continues to be underway.  Upon completion, the Government will update industry accordingly. The Government also intends to hold a virtual industry day at a time/date To Be Determined.  Please monitor this site for additional details and instructions.

The Cybersecurity & Infrastructure Security Agency (CISA), Cybersecurity Division (CSD), Strategy, Resources & Performance is soliciting industry feedback for its Management Consultation Support (MCS) requirement.  CISA intends to hold a virtual industry day for this requirement at a time/date To Be Determined.  This announcement will be modified accordingly.

THIS IS NOT A REQUEST FOR PROPOSAL (RFP) or A REQUEST FOR CAPABILITY STATEMENTS. This notice does not restrict the Government as to the ultimate acquisition approach.  The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.

The primary goal is to assist CISA in shaping an effective and operational strategy supporting the mission to defend the nation against rapidly evolving technological threats while protecting critical infrastructure.  CISA expects to achieve the development and implementation of an innovative, executable, agile strategy to deploy information technology (IT) infrastructure and specialized cybersecurity services.  One major goal is to develop an effective and operational Strategic Plan that supports the mission to defend the nation against rapidly evolving technological and insider threats. 

CISA ultimately intends to issue a competitive small business set aside solicitation for this requirement via GSA Multiple Award Schedule (MAS) Professional Services, Special Item Number (SIN) 541611; however, as market research is ongoing, a procurement strategy has not been finalized.  Continue to follow this posting for additional updates regarding this requirement.

Interested vendors may submit questions and/or comments regarding the attached draft Statement of Work (SOW).  Responses shall be in an electronic format compatible with Microsoft Word or Adobe PDF.  At a minimum, response packages should include the following identifying information:

  1. A cover page to include company name, address, telephone number, Unique Entity ID Number, and Website address, if available.
  2. The name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives.
