Synopsis/Solicitation/Offer
This is a combined synopsis/solicitation for a single award, firm-fixed price (FFP) contract for a commercial service in
accordance with (IAW) FAR Part 12, Acquisition of Commercial Items using combined procedures in
accordance with FAR PART 13.5, Simplified Procedures for Certain Commercial Products and
Commercial Services, and FAR Part 15, Contracting by Negotiation, for Solid Waste Services at the
Department of Homeland Security (DHS), Federal Law Enforcement Training Center (FLETC) facility
located in Glynco, GA. The Request for Proposal reference number is 70GLY23RGLB00007.
Services are for the Student Services Division, Federal Law Enforcement Training Center located in
Glynco, Georgia as detailed in the Performance Works Statement (PWS) found in SECTION D.

1.    The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02, effective March 16, 2023.
2.    The associated North American Industry Classification System (NAICS) code is 562111.
3.    System for Award Management (SAM): The offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation.
4.    The period of performance of this purchase order will have a Base Period of 1-year with four (4) 1-year Option Periods.
5.    Acceptance of an award certifies that the contractor will comply with FAR 52.222-50, Combating Trafficking in Persons, by notifying all employees and subcontractors at all levels. Contractor must provide written statement of compliance with submission of pricing.
6.    This acquisition is 100% set-aside for small business under NAICS code 562111 with a size standard of $47 million and PSC S205, house keeping-trash/garbage collection. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. 
7.    A site visit will not be offered for this solicitation and is not required to participate.

General: This is a non-personnel services contract to collection and disposal of solid waste as outlined in the
contract and this performance work statement for the Federal Law Enforcement Training Center (FLETC) facilities located
at Glynco, GA. The Government shall not exercise any supervision or control over the contract service providers
performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn
is responsible to Government.

Description of Services/Introduction: The Contractor shall provide all supervision, personnel, material,
equipment, and all other related non-personnel services as required in this Performance Work Statement (PWS), except
for those items specified as government-furnished items and services in Part 3.

Scope: The Contractor shall furnish all labor, transportation, equipment, materials, supplies, and supervision as
required to provide for collection and disposal services of all solid waste at the FLETC, Glynco, Georgia. Collection and
disposal shall be in compliance with the Rules of Georgia Department of Natural Resources, Environmental Protection
Division, Chapter 391-3-4, Solid Waste Management, all conditions specified in the Contractor's solid waste Handling
Permit, and Title 40 of the Code of Federal Regulations (CFR) Parts 239 through 279.

Period of Performance: The period of performance shall be for one (1) 12 Month Base Year and four (4) 12- month option years. The period of performance is as follows:
