REQUEST FOR INFORMATION – Threat Validation Follow-On

The Government is issuing this Request for Information (RFI) as part of market research for Threat Representation Validation Reports at China Lake, California.

The anticipated NAICS Code for this procurement is 541330 with a Small Business Size Standard of $16.5 Million. The Product Service Code is anticipated to be AC12. Please let the Government know if you are a Small Business under this NAICS Code.

Description: NAWCWD Code DB4V00M is seeking information on how an interested contractor could provide Threat Representation Validation Reports.

Background: The NAWCWD Code DB4V00M is tasked with developing reports that evaluate military system performance. This tasking is completed by testing with simulators, models, simulations, and surrogates.

Period of Performance (Estimated): October 1, 2022 - September 30, 2027

Summary: NAWCWD’s intent is to obtain information for the potential procurement of threat representation validation reports starting in FY23. NAWCWD is requesting information from industry for developing, reviewing, and providing different types of validation reporting on threat/actual weapons systems, simulators, models, simulations, and surrogates that are located at various DoD bases, laboratories, ranges, test and training facilities in the United States. Additionally, the Government is seeking comment on the anticipated PSC and NAICS codes for this requirement.

At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. The United States Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
