Solicitation N00421-22-Q-0506 is issued as a competitive procurement.  The Government intends to purchase on a firm fixed-price basis, and to solicit and award the proposed purchase order one 20.1” Rugged Flat Panel Display in support of AN/SPN-35C per Naval Air Warfare Center Aircraft Division (NAWCAD) drawing specifications (see RFQ) under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 12 and FAR Part 13.  Offerors must be registered in the System for Award Management Registration (SAM) database prior to submission of an offer to be considered for award of any DoD contract.  This may be accomplished electronically at http://www.sam.gov.

The Technical Data related to this solicitation contains information that is export controlled, US export

control laws and regulations are applicable; therefore, only those companies that have completed DD Form

2345 and are certified under the Joint Certification Program (JCP) in an active status are authorized to

receive the package. Information about the JCP is located at http://www.dlis.dla.mil.

Prior to release of any control document under this solicitation/RFQ any U.S. contractor must acknowledge

its responsibilities under U.S. export control laws and regulations and agree that it will not disseminate any

export controlled technical data subject to this requirement in a manner that would violate applicable export

control laws and regulation.

Offers must complete the attached certification in Section K of this solicitation, 52.209-11, Representation by Corporation Regarding Delinquent Tax Liability or a Felony conviction under any Federal Law.  Please complete certification and provide with your offer

All items must be TAA Compliant.

This is a firm fixed-price procurement; therefore, the offeror’s initial offer should represent the vendor’s best quote in terms of price and technical acceptability.  Your quote will only be evaluated on the information you provide. This is a small business set aside.

All interested parties MUST submit a brand name quote no later than 11:59 P.M EST 07 September 2022. Award will be made to the vendor that submits the lowest, aggregate, firm fixed-price quote.  The Government will not pay for any information received.
