JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (JOFOC)

The NRC's Federally Funded Research and Development Center (FFRDC) Center for Nuclear Waste Regulatory Analyses (CNWRA) provides the necessary personnel, materials, equipment, facilities, and other services to conduct technical assistance and regulatory analysis support on a task order basis for NRC in support of its regulatory program as related to the nuclear fuel cycle activities including but not limited to reprocessing, extended storage, storage/transportation, regulatory process improvements, future geologic disposal regulatory programs, and advanced fuel programs and activities under the Nuclear Waste Policy Act (NWPA) and the evolving National policy for a high-level radioactive waste disposal system. These activities may include, but are not limited to support associated with recommendations related to: 1) a new approach to siting and development of national disposal system(s); 2) a new single-purpose organization focused on nuclear waste in the United States (transportation, storage, disposal), 3) development of permanent deep geological disposal site(s) for spent fuel and high-level nuclear waste; 4) development of one or more consolidated interim storage facilities (CISFs) as part of managing the back end of the nuclear fuel cycle; 5) creation of stable, long-term support for research, development, and demonstration (RD&D) including advanced reactor and fuel cycle technologies; and 6) provision of international leadership to address global non-proliferation concerns and improve the safety and security of nuclear facilities and materials world-wide.
