The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond.


The 106th Rescue Wing of the New York Air National Guard intends issue a solicitation and award of a contract to “Construct Security Forces & Communications Training Facility”.


The magnitude of this project is between $10,000,000 and $25,000,000.


The project includes but is not necessarily limited to: Construct a new 28,500 SF Security Forces/Base Communications Facility utilizing conventional design and construction methods to accommodate the mission of the facility. The installation requires a properly sited, adequately sized, and appropriately configured security forces, communication, and fitness facility to support 4 PAA HC-130 and 5 PAA HH-60 aircraft supporting rescue and rescue training missions. Security forces areas shall include operations, an alternate command post, combat arms training, weapons vault, armory, and simulator areas. Combat arms simulator shall support eight (8) firing positions, associated space for instructors, and required storage. Communications areas will house telecommunications functions, office space, computer maintenance and storage, top secret crypto room, mail room, and base network and phone control systems with uninterrupted power and emergency HVAC as necessary.


All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a bid as a prime contractor no later than 27 February 2023. This notification, which shall not exceed five typewritten pages, must include:
1. A positive statement of intent to bid.
2. A completed and signed Source Sought Information Request Form.
3. A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, contract number, location, and point of contact are to be included. Indicate if you were the prime or subcontractor, and if the subcontractor, provide the name and point of contact for the prime contractor.
4. A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract.
In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
