Description
This is a notice of intent to solicit from a single source, using PART 13.
The U.S. Geological Survey (USGS), intends to award a purchase order with Keyence Corporation of America in Itasca, IL. for the purchase a laser-induced breakdown spectrometer (LIBS) element analyzer as described in the below Salient Characteristics.
Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Keyence Corporation of America is, to the USGS knowledge, the only source who can provide the components that meets all the requirements to be compatible with current system. Cross-brand interfacing of component parts is not possible.
The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a capability statement by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.
The NAICS code for this action is 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, associated standard size of 750.
Responses or inquiries shall only be accepted through electronic mail addressed to thuot@usgs.gov and must be uploaded and received in their entirety no later than 07/07/2023 1700 PD. Responses submitted by hardcopy or the SAM.gov portal shall not be accepted or considered.
Salient Characteristics.
1. The LIBS system must be compatible with the Keyence VHX-7000 automated microscope.
2. Must provide one-click elemental analysis on materials that do not require pre-processing.
3. Analysis must occur within 10 seconds or less.
4. Integrate with the Keyence software, and link to a database that suggests minerals based on spectral patterns.
5. The LIBS must be able to analyze light elements (e.g. H, Cl, F, etc.)
