This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation number is 1240BK25Q0007and is issued as a Request for Quotation (RFQ), under the Simplified Acquisition Procedures (SAP), Part 13.5. The NAICS code is 325314. The small business size standard is 550 employees. This acquisition is a total small business set-aside. This solicitation is for a firm fixed price contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2024-7. Item Description:  Supply and deliver to the USFS J. Herbert Stone Nursery, the following volume of conifer seedling planting mix suitable for plug production. 
316 cubic yards of Conifer Seedling Planting Mix
•    Mix shall be 80% coarse, plug grade peat moss and 20% coarse, plug grade perlite.
•    PH of mix after wetting 4.5 to 5.5
•    Moisture Content of 35-55%
•    Mix must contain a wetting agent.
•    Ship in bulk soil totes, 1 to 2 cubic yard in size.   
•    Media must be completely free of weeds and pathogens.
•    Quantity: + or minus 10%--not to exceed 10%

Timeline: 
•    DELIVER: Between February 10, 2025, and March 3, 2025.
Delivery Location: J. Herbert Stone Nursery, 2606 Old Stage Road, Central Point, Oregon 97502, located approximately 5 miles northwest of Medford, Oregon, between Jacksonville and Central Point, Oregon. Delivery shall be made on regular working days, Monday through Friday, between 7:00 a.m. and 4:30 p.m. Contractor shall notify the Contracting Officer's Representative (COR) 48 hours in advance of delivery at (541) 858-6100.
Packing and Packaging – Commercial: Material shall be packed for shipment in such a manner that will insure acceptance by common carrier and safe delivery at destination. Containers and closures shall comply with the Interstate Commerce Commission and Regulations, Uniform Freight Classification Rules, or Regulations of other carriers as applicable to the mode of transportation.
