AMENDMENT 1-

ADD Q & A FORM

a.    This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as                   supplemented with additional information included in this notice.

b.    The solicitation number is 75A50322Q00019 and is being issued as a request for proposals.

c.    The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06 dated 05-26-2022.

d.    This acquisition is not a small business set-aside. The North American Industry Classification System (NAICS) code is 325412.

e.    The Division of Strategic National Stockpile (DSNS), of the U.S. Department of Health and Human Services (HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR), intends to purchase bulk pharmaceuticals. The Government intends to evaluate offers and award a contract without discussions. However, the Government may, in its sole discretion, elect to conduct discussions if determined to be in the best interest of the Government.

f.    Performance is anticipated to begin September 30, 2022. The period of performance is for a period of one year.

g.    The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The Government intends, but is not obligated, to award multiple contracts. The Government anticipates awarding its entire 12-month pharmaceutical quantity for each pharmaceutical to a single offeror; however, an offeror may be awarded a contract for more than one Pharmaceutical. However, this does not obligate the Government to award a contract for each Pharmaceutical. The Government may accept any item, group of items, or quantity of an offer, unless the offeror qualifies the offer by specific limitations.

h.    The provision 52.212-2, Evaluation-Commercial Items, applies to this procurement. Addenda to the provision include evaluation factors, subfactors and evaluation criteria.

i.    Offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. (Note, if offerors are registered within the System for Award Management (SAM) and certs and reps are up to date, make a statement to that effect in accordance with this clause).

 Offers are due no later than August 23, 2022 on or before 2:00 PM Eastern Time by e-mail to the Subject Line RFP 75A50322Q00019 attention of Contracting Officer, Kimberly Golden at: OSContracting@cdc.gov. The offeror’s complete proposal (including all information required to be submitted as part of the offeror’s;

Offerors are directed to use the RFP attached to this amendment for their response to this solicitation. Offerors must confirm receipt of this amendment by completing sections 8,15A & 15B of the SF30 form and submit with the revised proposal.
