Description

NASA Ames Research Center (ARC) intends to extend contract NNA14AB82C, Fully Integrated Lifecycle Mission Support Services (FILMSS) with KBR Wyle Services, LLC (KBR), on a sole-source basis pursuant to 10 U.S.C 2304(c)(1), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, in support of ARC. The purpose of this extension is to continue to provide program, science, engineering, operations, and project management support for such efforts as biosciences flight development projects (e.g., mission implementation, instrument development, and technology advancement efforts), collaborative science programs (e.g., astrobiology, virtual institutes), aeronautics research projects, and various ARC offices.

FILMSS Extension 7 will extend the contract period of performance (POP) by 4 months (August 1, 2024, through November 30, 2024), consisting of a 4-month base period.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Devin Mooers at devin.m.mooers@nasa.gov not later than 5:00PM PDT on July 12, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
