Description

The subject requirement is for the acquisition of 15 NSNs from Federal Stock Classes (FSCs) 4730 and 4820. The solicitation is 100% set aside for small business concerns. 

An Indefinite Quantity Long-Term Contract with a three year base period and two one-year options is anticipated. Applicable NAICS is 332911 and Small Business Size Standard is 750.

Technical Data Packages (TDP) for all NSNs except QPL NSN is located in cfolders. Search by Solicitation No. SPE7MX24R0038.

The solicitation will be available on June 21, 2014, at https://www.dibbs.bsm.dla.mil/rfp/. Hard copies are not available. Increments and delivery schedule will be noted on the RFP. This solicitation is being issued under the First Destination Transportation (FDT) program.  All items will be FOB Origin. Inspection/acceptance will be either destination or origin depending on the quality requirements of each NSN and will be identified on the Schedule of Supplies in the RFP. All responsible sources may submit an
offer/quote, which shall be considered. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance, delivery as described in the solicitation.

Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation.

This acquisition involves a consolidation of requirements IAW FAR 7.107-2 and has been determined necessary and justified. The determination will be posted with the solicitation IAW 7.107-5(c).
