The U.S. Army Special Operations Command intends to negotiate on a sole-source basis with Horizon Performance, LLC, Raleigh, North Carolina to establish a firm fixed priced contract for annual software licenses, sustainment and maintenance, and training support services for the Assessment & Selection Software Support Services with a period of performance beginning 14 August 2022 through 13 August 2023, with four (4) one (1) year option periods. 

Pursuant to DFAR 206.302-1 (d), sources sought notices were posted on SAM.GOV and GSA from 18 March 2022 to 25 March 2022 resulting in the determination that these services are only available from its producer/manufacturer and not through dealers or distributors. No other sources possess the capability to meet the Government's requirement.

This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Government's intent to enter into a contract with Horizon Performance, LLC, Raleigh, North Carolina for the GideonSoft Assessment & Selection Software Services.

The Government intends to award a sole source award in accordance with FAR Part 13.5, Simplified Procedures for Certain Commercial Items and will be made pursuant to the authority of FAR 6.302-1 only one responsible source and no other will satisfy the agency requirements for the above stated service.

The Government's determination not to compete this proposed contract action is based on agency market research and the results of the sources sought notice.  Responses to this notice may be collected for future requirements however, due to immediate mission needs, will not be considered for the purposes of this acquisition.
