Description
The United States Army Health Contracting Activity, Medical Readiness Contracting Office-West, is issuing this Sources Sought Notice on behalf of the William Beaumont Army Medical Center (WBAMC), Fort Bliss, Texas. This Sources Sought Notice is being issued as a means of conducting market research to identify businesses that have the ability and interest in providing scheduled and unscheduled maintenance services for the following equipment located at WBAMC:
- Two (2) Thermo Scientific NX50 Microtomes; and
- One (1) Thermo Scientific Excelsior AS Tissue Processor.
Equipment maintenance includes, without limitation, the following requirements:
- Scheduled maintenance services include annual preventive maintenance performed in conjunction with an annual calibration verification check of all equipment.
- Unscheduled maintenance services shall be performed on an as-needed basis within three (3) working days of being notified of an equipment malfunction at no additional cost to the Government.
- All technicians shall be fully qualified, including all applicable certifications, to perform all required maintenance in accordance with Original Equipment Manufacturer (OEM) specifications. Technicians shall have received formal training from the OEM specifically for or similar to the equipment being maintained within the past 24 months; or received formal training presented by the OEM from the OEM specifically for or similar to the equipment being maintained in combination with actual repair experience on the same or similar equipment within the past 12 months.
- All equipment, replacement parts, and software shall be manufactured/produced by the OEM.
- Equipment maintenance shall include all OEM-sponsored modifications no later than sixty (60) calendar days after such modifications are announced by the OEM, including without limitation: Equipment Change Orders and Fielded Change Orders.
The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811210, Electronic and Precision Equipment Repair and Maintenance, which has a current small business size standard of $34 million, as determined by the United States Small Business Administration. The applicable Product Service Code is J066, Maintenance/ Repair/Rebuild of Equipment – Instruments and Laboratory Equipment.

This Sources Sought Notice does not constitute a request for quotes. Any submission of information in response to this Sources Sought Notice is purely voluntary; the Government assumes no financial responsibility for any costs incurred. The Government will evaluate market information, including responses to this Notice, to determine the market’s capability to provide the services set forth above.
BASED ON THE RESULTS OF MARKET RESEARCH, THE GOVERNMENT, IN ITS SOLE DISCRETION, MAY ISSUE A SOLICITATION FOR THIS REQUIREMENT. IF A SOLICITATION IS ISSUED, IT MAY: BE OPEN TO ALL BUSINESSES REGARDLESS OF SIZE; LIMIT COMPETITION TO SMALL BUSINESSES OF A SPECIFIED TYPE; OR PROCEED ON A SOLE SOURCE BASIS.

Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Please be advised that all submissions become Government property and will not be returned.
