This Source Sought Notice (SS) SPE605-22-RFI-1005 is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Defense Logistics Agency Energy (DLA Energy). The purpose of this sources sought notice is to identify vendors capable of supplying ground fuel requirements for Defense Logistics Agency Energy. This notice covers the ground fuels requirements for DLA Energy customers located in Indonesia. This SS covers the grounds fuels requirement for DLA-Energy customers located in: Pacific. The expected period of performance is July 23, 2022 – August 20, 2022.
LOCATIONS AND REQUIREMENTS:
Location: Arnborawang, Indonesia
Quantity: 1,000 USG
Product: First option: NSN: 9130-01-031-5816 (JP8)
Second option: NSN: 9130-00-753-5026 (JA1) with additives meeting MIL-DTL-83133 (JP-8 Spec)
Third option is JA1. Before accepting NEAT JA1; would request DLA Energy to see if vendor can additize fuel prior to delivery.
Mode: TTWP - Tank Truck w/Pump & Meter Adapter (type): Camlock SIZE: 3 INCHES Hose
(length): 15FT
Additional Notes: Vendor must be able to access delivery locations, which may include military airfields and other facilities; Vendor must have permission to conduct bulk fuel transfers at locations.
Detailed directions will be provided for vendor/civilian directions at a later date.
Initial delivery is expected to be 1,000 gallons on 26 JULY 2022.

For purpose of compiling responses to this Source Sought Notice, the deadline is set on May 19, 2022, 3:00
PM, Fort Belvoir, Virginia Time.
In responding to this notice please provide the following information:
- Your company name, CAGE Code, any owners, email address, phone/fax number,
- Background information of the firm and/or contractor regarding technical capability and ability to perform.
- What types of fuel are you capable of supplying? Which areas can you supply the fuel for? What are the names and locations of your fuel supplier(s)?
- Does your company participate in any socioeconomic programs/small business programs? If so, please state what programs(s).
- Are you a refinery? If so, is your refinery a small business (producing less than or equal to 200,000 barrels)?
- Has your company participated in any current or previous contracts under the Direct Delivery Ground Fuels Program? If so, were any of those contracts performed in any of the states listed above?
