Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The subject requirement is to be awarded in accordance with Federal Acquisition Regulation (FAR) Part 13 procedures and the specific requirements outlined in this request with attachments. Headquarters Air Mobility Command (HQ AMC) A6NA requires Commercial Satellite Communication (COMSATCOM) Engineering,
Information Assurance Engineering and technical support services for aircraft and ground support communications and information programs. Airborne Communication and Information Support Services will provide the capability to develop and provide engineering and technical support services for aircraft and ground support communications and information programs. Required services included: evaluation of technical approaches; requirements analysis; drafting specifications; software and hardware supportability and maintainability analysis; real-time software design and analysis; support operational and mission requirements definition; joint
interoperability needs assessment; test, certification and accreditation; satellite communication enginnering support for aircraft and ground communications/information programs, project/systems engineering support for communications and information programs, program management/acquisition support for complex IT projects, circuit management activities for IT systems, and Information Assurance Security Program Management and Execution, and other areas related to airborne system architectures. These services encompass direct communication support to the nation's most senior leaders while airborne.

The selection methodology for award of this contract will be made to an offeror whose proposal results in the best value to the Government.
