Sources Sought DSESTS, ED, Bradley Power & Diagnostics Components & Software

The Program Executive Office for Ground Combat Systems (PEO GCS), Program Management Office Main Battle Tank Systems (PM MBTS) seeking feedback to determine the level of interest among qualified contractors in providing Embedded Diagnostic (ED) and Direct Support Electrical Systems Test Set (DSESTS) components, software for the Unites States (US) Army and Foreign Military Sales (FMS) Ground Combat Systems, services for the repair of DSESTS components, DSESTS fault isolation down to individual components of a circuit card, troubleshooting and configuration of DSESTS.

The Market Survey Questionnaire will provide the Government with a better understanding of the capabilities of industry/companies as potential sources.  It will identify the contractors who may possess the required technical expertise, facilities resources, and demonstrated experience.  The projected contract Period of Performance will be five years.    

This is NOT a pre-solicitation notice.  This notice does not constitute an Invitation to Bid or Request for Proposal and is not to be construed as a solicitation, and no award shall be made on the basis of this notice.  Responses to this Market Survey Questionnaire are voluntary and no reimbursement will be made for any costs associated with providing information in response to this Market Survey Questionnaire.  Data submitted in response to this Market Survey Questionnaire will not be returned.  There is no formal solicitation available at this time, no solicitation will be issued against this notice, and this request for information does not obligate the Government to issue a solicitation.

Disclaimer:  The Government is not responsible for the public disclosure of unmarked data received in response to this sources sought.  Accordingly, the potential offeror shall ensure that technical data provided in response to this Market Survey Questionnaire shall be appropriately marked (i.e. proprietary) to ensure proper Government handling of the data.  Should the Government need to reproduce the protected data for distribution purposes between Government offices, all such data shall be reproduced with restrictive legends in place.

In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.  The Government is under no obligation to issue a solicitation or to award any contract on the basis of this synopsis.  The Government will not pay for any information solicited.  No evaluation letters or results will be issued to the respondents.  No solicitation exists; therefore, do not request a copy of the solicitation.  If a solicitation is released it will be synopsized in SAM.gov.  It is the potential firm’s responsibility to monitor the site for the release of further information.  The Government intends to review all responses submitted by Industry and may use this data to refine requirements.
