Description

The Naval Air Systems Command (NAVAIR), Patuxent River, MD, leveraged the Basic Ordering Agreement (BOA) N00019-21-G-0006 to The Boeing Company (Boeing) for award of Aircraft Procurement 6 (APN-6) Initial Spares and Repair Equipment in support of the MQ-25A Stingray Air Vehicle.

For this proposed action, the Government solicited and negotiated with only one source under the authority of 10 U.S.C. 2304 (c)(1) and Federal Acquisition Regulation (FAR) Subpart 6.302-1, "Only one responsible source and no other type of supplies or services will satisfy agency requirements." Boeing is the sole designer, developer and manufacturer of the MQ-25A unmanned aircraft and therefore, Boeing is the only contractor with the experienced staff, neccessary plants, equipment, suppliers, and technical understanding of what is required by the orders, resulting in the unique capabiity to address the interrelated impacts on each order on each other and on the developmental efforts of the MQ-25 program.
