NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT.
THIS IS NOT A REQUEST FOR QUOTE
The Bureau of Indian Education (BIE) intends to enter into a sole source Firm-Fixed Price contract with AB Staffing Solutions LLC under the authority of FAR 13.106-1(b)(1), Urgency. The nature of this requirement has been deemed urgent and following competitive procedures would result in unnecessary delays. The circumstances of this contact action deem only one source is reasonably available.

BIE has a need for temporary help service (staffing) at St. Stephens Indian School in St. Stephens, WY. The Contractor shall place a Special Education Teacher, four Special Education Technicians, Social Worker, Counselor, and Janitor. The school has a responsible for providing a high-quality general education and special education programming pursuant to PL 108-446, Individuals with Disabilities Education Act and PL 93-112, section 504 of the Rehabilitation Act of 1973. Limited staffing resources are putting an undue burden on existing BIE staff, who are on temporary detail to support school operations. The rotation of BIE staff from other BIE schools into St. Stephens Indian School creates inconsistency in the classroom, which can negatively impact student experience and educational outcomes. Support service is needed to promote positive student behaviors in order to create a safe and effective learning environment for students and staff.
The anticipated cost is $443,520.00 with a twelve-month period of performance from date of award.
