Description

The Department of Enegy’s (DOE), Hanford Field Office (HFO), located at 2440 Stevens Center Place Richland WA, 99354, intends to issue a single source contract to 89303925CEM000055, to provide expert technical and programmatic advice to the DOE Waste Treatment Project (WTP) Assistant Manager for all work within the HFO and with the WTP Contractor Bechtel National, Inc. (BNI) and Waste Treatment Completion Contract (WTCC) required to efficiently and safely commission and initiate operations of the WTP. The awarded contract would represent 1 year base period of performance for one full-time equivalent (FTE) (1200 hours).  The awarded contract ceiling of $343,794.00 allows for support to the Assistant Manager Waste Treatment Project by providing programmatic and technical advice. TTPS, LLC (Contractor) shall provide expert technical and programmatic advice assuring the HFO oversight program to oversee WTP commissioning and readiness activities are conducted with the breadth and rigor required to provide DOE confidence that the WTP can be efficiently and safely commissioned and transitioned into radioactive operations. Provide DOE advice and solutions where performance improvement can be achieved. Additionally, to assess BNI and WTCC activities and programs to provide DOE confidence that the WTP will be efficiently, and safety commissioned. Provide DOE advice and solutions where performance improvement can be achieved.  Incorporate DOE complex-wide lessons learned from previous nuclear facility commissioning and readiness activities to ensure they are mitigated for WTP.

The sole source candidate is the only known professional single source immediately available to provide expert technical support to the Assistant Manager WTP. Specific knowledge to provide exclusive professional assistance which is essential in making and implementing decisions to be relied upon by DOE’s senior leadership and will be used for obtaining subsequent support and approval via the approval process established and required by DOE’s Washington DC headquarter staff and professional experts. A Master’s degree with 40 plus years’ experience in the nuclear operations and the nuclear industry related to project technical management services., proven past experience with DOE but also with Hanford contracts, understand the Hanford governance process, and must be familiar with Hanford’s current and historical application of program/project operating principals and objectives. Proven technical support skills, on-site experience, education, and knowledge to satisfy the stated DOE needs. Proven ability to provide support services to the DOE WTP staff as well as senior DOE management.
