The solicitation will be available for download exclusively via https://sam.gov, on or about 11/15/2024.  Paper copies of the solicitation will not be issued.    


PROJECT DESCRIPTION: Elk City Wagon Road – The contractor shall furnish all labor, supervision, equipment, materials, transportation, supplies (unless specified elsewhere as Government-furnished), and incidentals required to accomplish specified work in compliance with the terms, specifications, and provisions of the contract to procure perform road improvements on Elk City Wagon Road. Work includes but is not limited to repair storm water runoff damage to the road surface and ditch, recondition the driving surface and drainage through road shaping and drainage relief on the roads. Road shall be reconditioned to its original standard.  This includes watering, mixing, blading, shaping, and compaction of the processed material into a smooth non-segregated, shaped road surface. The work also includes installation, repair, and restoration of drivable dips. Cleaning of existing ditches, culvert inlets, and open top cross drains and removal and replacement of culverts.  This project requires the replacement of a vault toilet, signs, and other recreation site tasks as descripted on the worklist.

PROJECT LOCATION: The Elk City Wagon Road project is located on the Nez-Perce Clearwater National Forest (Idaho County, Idaho). The project starts just outside Clearwater Idaho and travels Southeast along NFSR 284.  The project will include work along NFSR 284, NFSR 1858, NFSR 1808, and NFSR 307.  This project is located on both the Red River Ranger District and the Moose Creek Ranger District.
Work is estimated to begin around July 1, 2024, and be completed by October 31,2024. Engineering point of contact is Brandon Anderson, telephone: (208) 494-4250. The magnitude of this construction project is between $250,000 and $500,000.  All offerors will be required to provide a Bid Bond (20%) with their proposal submission.  Performance and Payment Bonds (100% each) will be required of the successful awardee.  NAICS 237990 with size standard $49.5 mil. This project is set aside 100% for small business.
NOTE: Contractors are highly encouraged to visit the project site as the road is not maintained for winter conditions and access will be limited when the solicitation is issued. 

Per FAR 52.204-7(b)(1), System for Award Management (SAM), an Offeror is required to be registered in SAM when submitting an offer and shall continue to be registered until time of award, during performance, and through final payment for any contract resulting from this solicitation.  Information on registration may be obtained via:  https://www.sam.gov.  All Offerors must complete the electronic version of the Representations and Certifications in the SAM system.  If at the time of receipt of offers, an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
