Description
This is a non-personal services contract to provide a professional PAS on Howze Field. The scope of this requirement is to replace the existing PAS and provide a minimum of one year of maintenance, warranty, and support to the System in and around Howze Field, located at Fort Novosel to support the execution of all outdoor ceremonies. Howze Field consists of an outdoor space of approximately 2-3 acres of open land.
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items, and services necessary to perform the installation and setup of an audio system as outlined in this Statement of Objectives. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
The PAS shall provide professional sound system quality to cover the required area. The system must be clear and easily audible in covered areas of the field without requiring potentially damaging or uncomfortable decibel levels. The proposed system must account for the possibility of hundreds of personnel in attendance. The area requiring coverage consists of the Howze field pavilion area along with the grassy area on Howze field itself. The grassy area of Howze field is defined as an area 100 yards in depth with a 180-degree wide arc from the main podium location at Howze field pavilion facing east out from the podium towards Ruf Ave.
All old system components removed shall be turned in to the Government before the completion of work. The new system, once fully installed, must be fully weatherproof and rated for continuous outdoor use.
