Description

As permitted by the Consolidated Appropriations Resolution, 2003 (Public Law 108-7), EPA's Office of Research and Development (ORD) intends to outsource the management of the Student Services Contracting Authority (SSCA) Program by contracting indirectly with institutions or nonprofit organizations, without regard to 41 U.S.C. 5, for the temporary or intermittent personal services of students or recent graduates. Accordingly, this is a SOURCES SOUGHT NOTICE to conduct market research and determine the availability and technical capability of sources to provide administrative and research support to ORD through student service providers under the Agency's National Student Service Contract. More specifically, this notice is seeking to identify institutions and/or nonprofit organizations that have the ability and resources to support this effort and to identify any concerns related to organizational conflicts of interest related to this requirement.

This notice is requesting responses ONLY from institutions and/or nonprofit organizations sources that can provide the required capabilities. Responses from sources that are not current institutions and/or nonprofit organizations under Consolidated Appropriations Resolution, 2003 (Public Law 108-7), will not be reviewed or considered.
