Description
The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Natick Division, in support of the U.S. Army Combat Capabilities Development Command – Soldier Center (DEVCOM-SC), Soldier Protection Directorate (SPD), Textile Materials Evaluation Branch intends to award a Firm Fixed Price (FFP) contract on a sole source basis to Thermo Electron North America LLC (CAGE 3WXJ7), located at 1400 Northpoint Pkwy STE 10, West Palm Beach, FL 33407, under the authority as prescribed in FAR 13.106(b)(1). The requirement is for the purchase of a full coverage service agreement for two (2) Accelerated Solvent Extractors (ASE) to support the verification testing and development of the vector protective textiles program.
The Contractor shall provide a full coverage service agreement for two (2) pieces of equipment as follows; model ASE 350 (120V), S/N 16110153 and model ASE 350 (120V), S/N 16102010. The service agreement shall include one preventative maintenance (PM) visit for each system as well as corrective maintenance (repair) visits as needed. Repair work will consist of the installation of new parts if necessary and set up and testing to ensure the proper function of the ASE(s). The unlimited on-site repair visits will include replacement part costs, travel and labor and shall occur within a maximum of 3 business days. A certificate of calibration shall be provided after the PM visit for each system and service reports shall be provided after each repair documenting steps taken and parts replaced. The systems shall be maintained so that they remain in operational condition to perform accurate, verifiable, and repeatable extractions on textiles used for critical vector protection measurement/analysis on textiles.
The contractor shall have demonstrated knowledge and expertise to provide servicing and preventative maintenance on the ASE 350 (120V) solvent extractors.
The contractor shall have expertise in maintenance and repair work in laboratory instrumentation.
The contractor shall have demonstrated experience and understanding of the entire ASE 350 solvent extractor or system mechanics, parts, operation, testing, and all potential technical problems. The contractor shall have the appropriate knowledge to troubleshoot issues with the ASEs and provide the necessary repair or operational adjustments necessary for the proper function of the equipment. Due to the critical nature of these measurements, the maintenance of this equipment must be seamless and performed by a proven competent service provider in a time sensitive manner to meet the government testing schedules
