Description
THIS IS NOT A FORMAL SOLICITATION. The Government intends to issue a formal solicitation via a Request for Proposals (RFP) in accordance with FAR 15, following this announcement, on or about 15 days from the publication of this announcement. This announcement constitutes a Pre-solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The acquisition will be a competitive procurement after exclusion of sources as a Total Small Business Set-Aside.
In support of its Environmental Quality (EQ) Program, The U.S. Army Corps of Engineers (USACE), Pacific Ocean Division (POD), Alaska District (POA) plans to solicit offers using Firm Fixed-Price, Environmental Support Services (ESS) Indefinite-Delivery/Indefinite-Quantity (IDIQ) Multiple Award Task Order Contract (MATOC). Requirements include environmental conservation, environmental compliance, pollution prevention, and environmental operations and maintenance activities.
Location: Requirements will be carried out primarily in Alaska, but may be carried out at other locations, including within the USACE POD Area of Responsibility (AOR), which includes but is not limited to Alaska, Hawaii, Japan, Korea, and the Pacific Islands.
The NAICS of 541620 (size standard $19 Million) is considered most appropriate for this acquisition as it captures many of the potential work activities anticipated under this acquisition. The scope of this acquisition is limited to EQ to be performed at sites located in the POD AOR. Requirements of the EQ Program include air quality management; cultural and natural resource management; pollution prevention; pesticide management; solid waste management; asbestos survey and abatement; lead-based paint survey and abatement; storm water sampling/analysis and permitting; drinking water sampling/analysis; groundwater monitoring; environmental baseline surveys; and environmental impact analysis. The acquisition is planned for a 3-year base ordering period and two (2) one (1) year option ordering period for a total of five (5) years (if options are exercised). Task orders will be firm fixed price (FFP) and performance based. POA plans to award up to four (4) contracts under a total small business set-aside (SBSA) with a maximum shared capacity of $48M.
SUBMISSION REQUIREMENTS: A solicitation for this project will be provided in electronic format only and is currently scheduled to be available for download on or about 21 June 2024. It shall be the contractor’s responsibility to check websites for any amendments. The offeror shall submit in the proposal all requested information specified in this solicitation.
