Description

This is a pre-solicitation notice for Procurement and Delivery of Self-Collected Biological Specimens from Persons with HIV. This notice is issued solely for informational, market research, and planning purposes only. Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this notice.

The Centers for Disease Control and Prevention (CDC), National Center for HIV, Viral Hepatitis, STD, and TB Prevention (NCHHSTP), has a requirement for a contractor to provide procurement and delivery of self-collected biological specimens from persons with HIV.

The contractor shall furnish all necessary personnel, facilities, equipment, and materials (other than that provided by the Government) for the purposes of engaging for- and non-profit organizations (e.g., clinics, community-based organizations, etc.) that support or provide services to persons with HIV or persons who engage in behaviors that may increase their chances of getting HIV in at least 4 of 7 non-urban EHE focus states (South Carolina, Alabama, Mississippi, Arkansas, Kentucky, Missouri, Oklahoma) in the Southeastern U.S.  Non-clinical alternative methods of contact (social networks, engagement with community leaders, social marketing, etc.) shall be used to reach eligible persons within the focus states to provide 400 self-collected MCT specimens to the CDC.

The CDC expects a single award of a firm-fixed-price, two year contract.

Contractors must have an active SAM.gov account at time proposals are due to be considered for award.

The complete solicitation document, and reference material, if applicable, is anticipated to be available at www.beta.SAM.gov on or about June 30, 2023.
