Description
THIS SYNOPSIS IS NOT A SOURCES SOUGHT NOTICE; DO

CAPABILITIES STATEMENTS OR NOTICE OF INTEREST.
Department of the Air Force, Air Combat Command, 355th Contracting Squadron, will
solicit for a Firm Fixed Price contract at Davis-Monthan (DM) Air Force Base (AFB), Tucson,
Arizona (AZ). The applicable North American Industry Classification System (NAICS) code
is 236220 – (Commercial and Institutional Building Construction) with a small business
size standard of $45,000,000.00. This project calls for the design, plans, specifications,
and installation of a new Fire Suppression System in 610 CACS Power Generation Shelter
and fire hazard elimination located in the AFSOUTH compound just south of Bldg. 74 to
replace the current end of life fire suppression system in place. Maintaining of the existing
control system and components is highly encouraged and replacing of only necessary
items to provide new clean agent (inert agent gas/liquid) capable of being easily recharged
and/or replaced for the life of the system.
All work shall comply with the current Base Design Compatibility Guidelines (DCG), 355 CS
Design Guide, and the Cybersecurity Control Systems Guide (attached). The contractor
shall bring all identified facility systems up to current codes, and supervision necessary to
complete the aforementioned project at Davis-Monthan AFB, AZ.
IAW FAR 36.204; the project magnitude is between $250,000.00 and $500,000.00
AT A MINIMUM, THE FOLLOWING INFORMATION WILL BE REQUIRED:
THIS PROCUREMENT IS A 100% WOMEN-OWNED SMALL BUSINESS SET-ASIDE.
The successful contractor shall be selected based upon price and past performance with
price being significantly more important than past performance and upon determination by
the Contracting Oicer that the prospective contractor is responsible IAW FAR 9.1. An
initial Pre-Performance conference will be held at DMAFB, Tucson, AZ. We are tentatively
scheduling a site visit for 9 AM on 1 August 2024. All forms of photography will be strictly
prohibited at the site visit unless otherwise stated. Please limit site visit attendance to the
minimum necessary attendees. Only 3 individuals allowed per company. If you plan on
attending, please submit the attached EAL to the POCs listed at the end of this
announcement via e-mail NLT 17 July 2024.
The performance period for this project is 225 Calendar Days.
The solicitation is expected to be issued on or around 13 July 2024. The closing date and
time for submission of bids will be contained in the solicitation package. The entire
solicitation will be available in electronic format, at no cost, from the System for Award
Management Web Site at www.sam.gov, no paper copies will be issued. Potential bidders
are responsible for monitoring this site for release of the solicitation package. A bid bond
will be required to be submitted with your bid. To be eligible for contract award, bidders
must be registered and marked active in the System for Award Management (SAM).
Register via the SAM Web site at www.sam.gov. Oers are solicited only from small
business concerns expressly certified by the Small Business Administration (SBA) for
participation in SBA's Women-Owned Small Business program. All responsible contractors
