Description

INTENT TO SOLE SOURCE - DESCRIPTION This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source, fixed price indefinite delivery contract, as implemented by FAR 8.405-5(a)(1)(i)(B). It is not a request for competitive quotes. The Department of Veterans Affairs, Network Contracting Office 23 intends to award a sole source, fixed price indefinite delivery contract to Clay County Detoxification Services, 715 11th St. N. Suite 203 Moorhead, MN 56560, for clinical detoxifications services to support the Fargo VA Health Care System, 2101 Elm St N, Fargo, ND, 58102. Market research revealed that Clay County Detoxification Services is the only authorized services provider for the needed clinical detoxification services. The Clinical Detoxification Services will be provided in accordance with a State Licensed program that provides short-term care on a 24 hour per day, 7 day per week basis for the purpose of clinically Detoxifying patients from Fargo VA emergency department and shall be consistent with all Veteran s Health Administration standards of Practice, and North Dakota-Minnesota Interstate Agreement allowing interstate provision of these services (as defined in MN Statute 245.50 and North Dakota Century Code Section Chapter 25.03.1-34-2). The vendor must be within a 30-minute drive of the Fargo VA medical center due to possibility of being reevaluated for medical treatment at the Fargo VA emergency department if medically necessary and to adhere to the Mission Act regulations. The North American Industry Classification System (NAICS) code for this requirement is 623220 and the service code is G004. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The Government understands that Clay County Detoxification Services is the only vendor that can provide the requested services. However, vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to morgan.galer@va.gov by 10:00AM Central Time on December 23, 2024. Such documentation will be reviewed solely for the purpose of determining whether to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
