This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice.


(1) Action Code. F – Natural Resources and Conservation Services

(2) Subject. Coronado NF Bighorn Fire Samaniego and CDO Allotments Stock Tank Cleanouts

(3) Description. The USDA FS The Coronado National Forest Santa Catalina Ranger District has a requirement for the cleanout of nine (9) stock tanks in the Pinal County that have been filled with sediment and ash from watersheds that were burned during the 2020 Bighorn Fire.

 (4) Synopsis Period. 26 August 2022 through 10 September 2022

(10) Proposed Solicitation Period. The solicitation period is anticipated from 26 August 2022 through 12 September 2022.  All solicitation documents will be posted to SAM.gov Contract Opportunities under the solicitation number at item 9.   

(11) Site Visit. See item 12. 

(12) Pre-proposal Conference. A pre-proposal meeting is not currently anticipated.  All contractors desiring a site visit may access the project site at their leisure.  Questions must be submitted in writing no later than 8 September 2022.

(14) Place of Contract Performance. The project is located North of Tucson, Arizona, east of Saddlebrooke, and south of Town of Oracle within the Samaniego and CDO Allotments in Pima and Pinal Counties.

(15) Contract Type: The Government anticipates awarding a Firm Fixed Price (FFP), Single Award contract.

(16) Contract Award Period of Performance. The period of performance for this contract is 126 calendar days from the NTP.  The anticipated start work date is 24 April 2023.

(17) Contract Award Date. On or about 16 September 2022.

(18) Contract Award Dollar Amount. The Government anticipates that the range price of this contract will be:

(19) Contractor. TBD following evaluation of competitive proposals.  One (1) contractor will be selected for award of this multi-year contract. 

The awarded Contractor must have an active registration in SAM IAW FAR 52.204-7 prior to award.

(20) Additional Information.

(20.i)  Cutoff for Questions and Answers.  The cutoff for questions pertaining to this solicitation is Thursday, 8 September 2022 NLT 1400 MT.  Questions must be submitted via email to klenise.wallace@usda.gov and christina.pearson@usda.gov.  Do not make assumptions.  It is better to ask and know than guess what the Government’s intent is for any given subject area.  All inquiries should include the solicitation number in the subject of the email.

(20.ii) Proposal Submission.  Proposals are due Monday, 12 September 2022 by 1400 MT.  Proposal submissions must include the solicitation number in the subject of the email(s) and contractor name. The contractor is responsible for verifying receipt of proposal by the solicitation Contact.  

(20.iii) Tips for Submission.

a. Read the solicitation carefully and ensure that proposals include all documents specified in Section E. 

b. Ensure all questions have been addressed prior to proposal submission.
