Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This is an RFQ for storage container rental in accordance with the Contract Line Items, Schedule of Items and description below.
BLM Colorado has the need for storage containers while the Grand Junction Tanker Base is being razed and rebuilt. Construction should conclude in January 2026, but the option to remove containers early or keep them longer will be required. Containers must be delivered by September 16, 2024 to allow for moving items out of current buildings before demolition begins. Once the building is complete, and containers are no longer needed, any remaining funds will be deobligated.
Requirement:
Four (4) Containers - Each 40 ft x 8 ft x 8.6 ft (1 inch variance on the measurements is acceptable). Preference is for all 4 units to have double access doors on either end, but 2 units with double access doors at either end, and 2 units with double access doors at one end would be acceptable.
Base Period of Performance: September 16, 2024 - January 30, 2026, with an option to extend
Option for an additional unit, either 20 foot x 8 foot x 8.6 foot or 40 foot x 8 foot x 8.6 foot (1 inch variance on the measurements is acceptable)
Some options may or may not be exercised at the time of award.

Basic Contracting Requirements:
1. Active Registration: www.sam.gov/SAM
2. Compliance with Section 889 clauses.
3. Invoicing and Payment: www.ipp.gov - 30-day prompt pay after delivery. We can accept and pay interim invoices. Delivery and first month's rent may be invoiced upon delivery and then each month can be invoiced on a monthly basis afterwards. Pick up can be invoiced after units have been retrieved.

6. Small Business Set-Aside for 531130 - Lessors of Mini warehouses and Self-Storage Units- Size Standard: $34M. NAICS 493110 - General Warehousing and Storage- Size Standard: $34M has been deemed to be acceptable under this procurement as well. Either or both of these NAICS must be certified to (listed) in your SAM.gov profile to be eligible for award. If not and you can't update SAM in time, you may submit a filled in and signed 52.212-3 certifying small business for this NAICS. See 52.212-1 Instructions to Offerors for more info.
7. Award of this contract will be on a Price and Other Factors basis looking at the following factors:
a. Ability to meet the required delivery date
b. Double doors at one end or double doors at both ends. Preference is for all units to have double access doors on either end, but 2 units with double access doors at either end, and 2 units with double access doors at one end would be acceptable. (Offers with double doors at both ends will be rated more favorably)
c. Price: Provide price for base and all option line items. Complete the Schedule of Items and return it with you quote package.

- Check your SAM registration and NAICS Codes, this must be current at the time you make your offer.
- Please email or call with any questions you have, prior to the closing date, with enough time to research an answer.
- Email your signed quote package to: kspetter@blm.gov, with "140L1724Q0056- GJFO Storage Containers" in the subject line, no later than the closing date. Include your UEI number on your quote.
- You may put your prices on the SF-18 form but must also fill out the Schedule of Items
- Include enough description/information in order to determine technical acceptability.
- Offers are due August 13, 2024 not later than 17:00 hrs (5:00 PM) Mountain Time (MT).
