Description

The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm fixed price contract for Sealed Air Packing Materials for the National Logistics Support Center in Grandview, MO. The Government intends to make an award to the responsive responsible quoter providing the best value in accordance with FAR 13.106-2(B)(3).  This is a brand name requirement.

Brand Name Justification

As stated in the Government’s lease agreement, the National Logistics Support Center (NLSC) is required to use Sealed Air Materials when operating their machines.  Not using Sealed Air Corporation’s materials would break the lease agreement in place.  It would take the Government time we do not have to remove the equipment of the old vendor, find a new vendor who has the machines, and buying the materials to use with their machines.  Sealed Air Corporation verified resellers are the only sources that sell the INSTAPAK chemical components A and B in large 55 gallon drums that the Government owned pumps require.  If the Government does not use products from verified resellers of Sealed Air Corporation materials, the government would have to buy all new pumps at a cost of $1500.00 per pump.  The Government would have to buy all new pumps to accommodate smaller gallon drums at a cost of $1500.00 per pump.  NLSC personnel would also have to change out the smaller buckets daily while the larger drums allow us to run months before exchanging them out saving the Government down time and expense.

DOC, Eastern Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM. Contractors active in SAM have a
unique entity identifier (UEI) that is used to do business with the federal government. The Government has moved to a free new, non-proprietary identifier that will have to be requested in, and assigned by, the System for Award Management (SAM.gov).
