Description

NOTICE OF INTENT TO SINGLE SOURCE - PVP ADVANCED EO SYSTEM COMPONENTS FOR INTEGRATED FIXED TOWERS (IFT) TESTBED.

This announcement constitutes a notice of intent of the FAA to pursue a single source contract award process for this requirement to acquire from PVP Advanced EO Systems Inc. (PVPAEO) components for the IFT Tested to include one (1) Night Hawk Light Weight 200-1200 High Definition (HD) Infrared (IR) cameras, one (1) Pan-Tilt Mount Pedestal Adapter, and six (6) internal and external power, ethernet, and fiber cables applicable to the IFT system.

The FAA authority for single source procurements is provided by the FAA’s Acquisition Management System (AMS) policy section 3.2.2.4.

Rational Basis for Use of Single Source Award Procedures:

PVPAEO is the only known source that can provide the required IFT testbed components to include the Night Hawk Light Weight 200-1200 High Definition (HD) Infrared (IR) camera, Pan-Tilt Mount Pedestal Adapter, and six internal and external power, ethernet, and fiber cables and satisfy the requirement within the needed timeframe. PVPAEO is the Original Equipment Manufacturer (OEM) of the camera, pedestal adapter, and cables. They are the sole proprietary source for the technical data and drawings. The components are customized items by PVPAEO for the Customs Border Protection (CBP) IFT program. Their unique exterior and internal design make it compatible and functional with the existing configuration for the Integrated Fixed Tower (IFT) system along the Southern border.
