Description

This is a Request for Information (RFI) only and does not constitute a solicitation announcement. This is not a request for proposals or a quote and in no way obligates the Government to award any contract.  This RFI is for information and planning purposes only and is not to be construed as a commitment by the Government.  This is not a solicitation announcement for quotes/proposals and no contract will be awarded from this announcement.  This RFI notice has been issued to survey the market and assist the United States Coast Guard (USCG) in determining possible sources for consideration.  All firms responding to this RFI notice are advised that their response to this notice is not a request to be considered for a contract award.

The USCG is conducting market research to identify sources that have previously manufactured the item below in accordance with (IAW) the most current Technical Manual NAVAIR 11-5E-18.

Description: Cloth, Coated Blue

The blue coated cloth can be applied to barrier applications across multiple industries.  Applications include thermal protection and heat shields for outer space, seat fire-blocking, fuselage burn-through protection, fire resistant composite materials, cargo liners, thermal acoustic insulation, moisture control, and more. Rubber, urethane and other polymers are used to provide optimized coating properties for a substrate. Rubber-coated textiles offer a variety of unique physical properties to meet demanding performance requirements. Urethane or polyurethane (PU) is known, in particular, for its excellent tear strength, adhesion to fabrics, and air holding capabilities.  The blue coated cloth is material that is used in the cabin of the MH-60T aircrafts.  This material is waterproof, fire, oil and mildew resistant. 

The United States Coast Guard (USCG) Aviation Logistics Center (ALC) estimated yearly demand is five hundred (500) in one hundred yard rolls per year.  Any interested party MUST be registered in the System for Award Management (SAM) and be an approved source of the Department of the Navy.

Responses

Responses to this RFI should include company name, address, telephone number, and point of contact (POC).  Please respond to the following questions:

  1. Provide documentation that the firm is approved by the Department of the Navy to manufacture this item.

  1. Provide manufacture capabilities, along with applicable lead time for the manufacture of the Cloth, Coated Blue.

  1. Is your business a large or small business and how many employees?

  1. What North American Industry Classification System (NAICS) code does your company use for this type of service?

  1. If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business?

  1. If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act?

  1. Is your firm a certified Hub Zone firm?

  1. Is your firm a Woman-Owned or operated business?

  1. Is your firm a certified Service-Disabled Veteran-Owned?

  1. Is your product listed on a General Services Administration (GSA) schedule?

  1. Do you have other government agencies using the product, and if so which agencies, POCs and contract numbers?

  1. If possible, provide POCs for civilian users for general usage of product questions.

After the review of the responses to this RFI notice, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the SAM.gov website.  Responses to this RFI are not adequate responses to any future solicitation announcement.  All interested offerors will have to respond to the solicitation in addition to responding to this RFI.  Responses to this RFI are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation.
