Justification, Statutory Authority: FAR 13.106-1(b)(1)(i) – Soliciting Competition; (b)Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, and brand-name or industrial mobilization).

Synopsis:
This is a Sole Source synopsis published for informational purposes only.
The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to Clean Harbors Environmental Services, Inc, 42 Longwater Drive, Norwell, Massachusetts 02061; Facility located in Grantville, Utah, to support the USAFs specialized requirement of destruction of classified hardware. The contract will be executed by means of other than full and open competition, due to the need for the following requirements.
In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows:
Vendor must be on approved list from Office of the Secretary of Air Force and Classified hardware destruction facilities must meet specifications in the SAP IT Sanitization Standard Operating Procedure dated 18 August 2021 and the NSACSS PM 9-12 20201204 PDF stating incineration temperatures for each hardware.
The critical performance requirements are:
Classified destruction must be incinerated at 670 degrees Celsius with two exceptions. Solid State Drives (SSD) 500 degrees Celsius and Optical storage device 600 degrees Celsius. Smelting at 1204 degrees Celsius or Disintegration to particles that are nominally 2 millimeters in size. Clean Harbors in Utah meets the requirements and is on the approved list. This facility is closest to Edwards with a base close enough to divert to if the need arises. We are also required to have 2 people follow the truck carrying the classified hardware to keep eyes on it until destroyed. Clean Harbors in Utah is a 10-hour drive where any other facility is farther requiring more than 2 people to be able to always keep eyes on the classified hardware. Classified hardware destruction facilities must meet specifications in the SAP IT Sanitization Standard Operating Procedure dated 18 August 2021 and the NSACSS PM 9-12 20201204 PDF stating incineration temperatures for each hardware.
