Fort Worth District Corps of Engineers Soliciting Comments on the Potential Use of Project Labor Agreements (PLAs) at

The Corps of Engineers Fort Worth District is soliciting comments from the construction community addressing the potential use of Project Labor Agreements (PLAs) from large scale construction projects (exceeding $25 million). This market survey is being posted for the B255 Dorms Reno/Repair, Laughlin AFB, TX.   This will be a solicitation for a construction contract award for Fiscal Year 2022. 

THIS IS A PROJECT LABOR AGREEMENT SURVEY ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME.

Background / Scope Summary:

Building 255 (B-255), also known as Ricks Hall, was constructed in 1983. It is a three-story dormitory facility located in the Officer Dormitory Campus Complex at the crossing of Colorado Avenue and 6th Street. Laughlin AFB is located 10 miles east of the central business district of Del Rio, Texas. The total square footage of B-255 is approximately 53,000 square feet, approximately 17,000 square feet each floor. In its original configuration the building could house 156 residents. 

1.2       Laughlin AFB’s stated intent is to rehabilitate the building to increase enlisted support personnel lodging capacity and improve their living conditions.

1.3. Remove existing irrigation system;

1.4. Provide dedicated rooms for telecom, preferably a separate one for Laughlin CES and one for private service companies;

1.5. Provide new utility enclosure on the roof to protect piping, ductwork, conduit, and tankless water heaters from the weather.

1.6  The existing building is composed of load bearing exposed CMU, with exterior walkways. The floor slabs are precast concrete planks with thin poured in place concrete topping.

Magnitude of Construction: Between $25,000,000 and $100,000,000;
