Synopsis

This posted announcement is a Pre-Solicitation Synopsis of a proposed contract action in accordance with FAR Subpart 5.207.

The Mission Installation Contracting Command - Fort Leavenworth intends to issue an Invitation for Bid (IFB) for a Requirements type contract (FAR Subpart 16.503) for the acquisition of asphalt services supporting Sustainment, Restoration, and Maintenance (SRM) at Fort Leavenworth, Kansas. Typical work includes, but not limited to:

The work to be done consists of furnishing all plant, labor, equipment, and materials as well as performing all work in strict accordance with the drawings and specifications for Flexible Pavement Requirements and Miscellaneous Construction and Repairs at Fort Leavenworth, Kansas. All work performed by the Contractor shall result in a complete and functional system.

Biddle Avenue is to remain open to traffic during construction though sections of Biddle Avenue may be closed as needed to complete paving operations.

2” mill and overlay of Biddle Ave. from Kansas Ave to Pope Ave. Install pavement markings. Provide traffic control as needed.

A traffic control plan must be submitted to DPW for review and approval.

The North American Industry Classification System (NAICS) code for this work is 237310 (Highway, Street, and Bridge Construction). The small business size standard is $45.0 million average annual revenue for the previous three years. This requirement will be procured utilizing Sealed Bidding Procedures specified in FAR Part 14.

The government anticipates an award will be made to a responsible bidder whose bid, conforming to the invitation for bids; will be most advantageous to the Government, considering only price and the price related factors included in the invitation.
