Teletronics Technology Corporation High- Speed Data Acquisition System (HSDAS) hardware and associated repair services

THIS REQUIREMENT IS ADVERTISED AS SOLE SOURCE.  THE NOTICE IS PUBLISHED FOR INFORMATION PURPOSES ONLY AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.

INTRODUCTION

The Naval Air Warfare Center - Aircraft Division (NAWC-AD) at Patuxent River, MD announces its intention to procure, on a sole-source IDIQ basis, to Teletronics Technology Corporation (TTC) High- Speed Data Acquisition System (HSDAS) hardware and associated repair services.  In support of the Naval Air Systems Command (NAVAIR) Special Flight Test Instrumentation Pool (SFTIP) under the Prototyping, Instrumentation & Experimentation (PIE) division. 

This announcement constitutes the only solicitation and a written solicitation will not be issued.  The Government will consider other bids. 

ELIGIBILITY

The PSC for this requirement is 6010; the NAICS is 334511 with a size standard of 1,250 employees. All interested businesses are encouraged to respond.  Specifically, the Government is evaluating the possibility of establishing this requirement as a competitive procurement. 

ANTICIPATED PERIOD OF PERFORMANCE

The anticipated ordering period for this requirement is of 16 November 2022 - 15 November 2024 (2 yrs.).

 ANTICIPATED CONTRACT TYPE

The anticipated contract type is an Indefinite Delivery, Indefinite Quantity (IDIQ) with Fixed Priced Delivery Orders. The TTC equipment shall be utilized on-site at Naval Air Station Patuxent River, MD. The SFTIP maintains an inventory of flight test instrumentation that consists of solid-state recorders, high speed sampling devices, signal conditioners and power supplies.  This equipment comes together to form completed airborne instrumentation data acquisition systems used on F/A-18, P-8, V-22, F-35, C130, Triton and Fire Scout aircraft, various helicopter platforms, and the Central Test and Evaluation Investment Programs (CTEIP) for the Navy. TTC is the sole manufacturer and seller of the required Airborne Instrumentation hardware that is currently in use by the NAVAIR SFTIP.  Many Navy aircraft programs have instrumentation systems that utilize this TTC equipment.   The TTC HSDAS design of which is proprietary to TTC.  Because TTC’ products have gone through the significant environmental testing required for each program as well as flight readiness reviews prior to installation, utilizing any other type of equipment would require the Navy to duplicate these efforts with regard to aircraft data system modifications in building, installing, testing, and qualifying a completely new data recording system.
