Description
The Professional, Scientific, and Technical Services (ProTech) 2.0 Program is a suite of multiple-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts consisting of four Domains: Satellite, Fisheries, Oceans, and Weather. These Domains provide resources in support of the National Oceanic and Atmospheric Administration (NOAA) to include its Line and Staff Offices. The ceiling dollar amount for all orders under all ProTech 2.0 Domains, combined, is $8,000,000,000.
Each Domain has its own IDIQ contract with multiple awards. This Draft RFP is for the Weather 2.0 Domain.
This requirement will be set aside 100% for Small Businesses under NAICS code 541330 (Engineering Services) - Exception 3 (Marine Engineering and Naval Architecture), which has a size standard of $47 million.
The purpose of this Draft RFP is to socialize this requirement prior to the formal RFP, and collect feedback from industry and stakeholders through the Google Form linked below. The intention is to release all documents as drafts and to conduct the traditional question and answer (Q&A) session during the Draft RFP phase only. The Government does not intend to allow for an additional round of questions, after responses are provided during the Draft RFP phase, such as when the Final RFP is released. However, the Government reserves the right to conduct an additional round of Q&As if there are any substantial changes between the draft and final documents.
Please use this Draft RFP question session to submit your questions as opposed to waiting until the Final RFP to be released.
The Government intends to allow for questions from potential Offerors upon release of the Draft RFP and related documents. Questions relevant to this Draft RFP must be submitted via the Google Form link to be considered.

Responses are due by 12:00 PM (noon) Eastern Time on Friday, June 7, 2024.
The Government may not provide a response to questions submitted after the due date. Offerors will not receive a response until all questions have been received by the date due. The Government will not attribute the questions to the submitting Offerors, but the text of the questions and answers will be published and made available to the general public. Please be mindful that if there is a prompt to change a solicitation document, that change will be made in the document itself and the response in the Q&A document does not have the force and effect of a solicitation amendment.
All documents in this posting are draft documents. There is no guarantee that any portion of this posting will be unaltered in the final version posted with the Formal RFP.
Virtual Industry Day: The government will hold a virtual (only) industry day to cover certain aspects of this solicitation. The exact date, time, and registration link will be posted to SAM via an amendment once details are final. The virtual meeting will not be recorded, but the slides will be made available shortly after the meeting concludes.
