Amendment 0001 provides the following updates to the RFP:

1.   The proposal due date is unchanged and remains 12:00pm ET, Wednesday, September 6, 2023.

2.   Questions submitted by potential Offeror(s) prior to the due date of 12:00pm ET, Thursday, August 24, 2023 have been responded to by the TSA in a separate Questions and Answers spreadsheet attached to this notice, Attachment titled “MSEDS RFP 70T04023R7672N013 QA 0001”.

3.   An SF-30 and redlined version of RFP is provided via Amendment 0001, Attachment titled: “Amendment MSEDS RFP 70T04023R7672N0130001”.

All other terms and conditions remain unchanged.

The Transportation Security Administration (TSA) issues this combined synopsis/solicitation for the production and installation of Medium Size Explosive Detection Systems (MSEDS) and ancillary equipment and support services in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested in accordance with the attached Request for Proposal (RFP) 70T04023R7672N013.

This is a full and open competitive acquisition for the award of a Firm Fixed Price (FFP) contract, with a single Time and Materials (T&M) CLIN, award will be made utilizing the Lowest-Priced-Technically-Acceptable (LPTA) process in accordance with FAR 15.101-2.

The associated North American Classification System (NAICS) code for this procurement is 334517 with a business size standard of 1,000 employees. 

Offerors are hereby notified that all information about this procurement, including the official solicitation and subsequent amendments, will only be available and published in the Contract Opportunities on the SAM.gov website.

Interested parties are responsible for monitoring the Sam.gov website to ensure that they have the most up-to-date information about this procurement. Offerors are requested to review all documents carefully. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04.

Proposals are due as stipulated in the attached RFP.
