Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD intends to negotiate and award a Delivery Order under Basic Ordering Agreement (BOA) N0042121G0005 to Collins Aerospace, 400 Collins Rd., NE, Cedar Rapids, IA 52498 to provide Air Combat Electronics Program Office (PMA-209) with developing an Engineering Design approach plan and perform tasking to integrate a CM2 and Positive Access Control (PAC) capabilities for the Gen6 Operational Flight Program (OFP) and Crypto Sub-Systems (CSS) software. Also included are options to (1) enable and reuse the Gen6 auxiliary receiver and (2) develop a Link-22 Electronic Protection Mode (EPM) capability overlay to be loaded into the Gen6 radio.
This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The AN/ARC-210(V) electronic protection (EP) radio systems and associated support equipment have been determined to be commercial products and CA will not provide or sell the technical data necessary to procure the items competitively or provide support for these products. Therefore, CA is the only responsible source and no other supplies or services will satisfy agency requirements.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. However, interested parties may identify their interest and capability by responding to this requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained.
